Ah, those two... Cicero's took half a day of research. I flipped through several sources of Italian surnames. I wanted him to have a typical/common Italian last name, but I didn't at the same time. I found one "Mantovani" and just made it into a variation, thus Montovani. The sound has a bamf ring to it, but it's subtle, slightly sophisticated and has potential for some goofiness. It gives me this lackadaisical businessman feel, and that's basically what he is on the surface.
Toulouse was a tad easier. I was going through my brain's rolodex for French surnames I was already familiar with. I wanted something strong, yet classy and elegant. "Beau" drifted in and out. I love the "bo" sound and the heavy French "r" and the silent "t". Fascinating. The first site I came across had a million French Surnames, spelling variations included. Then I found Archambeau. One of its meanings is "precious" and had all the things I was looking for. Though the name is not primarily French since its origin is so scattered from ALL THE PLACES. But for all intents and purposes, I was SOLD!
So it's like "Toolooze Arshumbo". He wears it well.

On the matter of Toulouse:
Aye. I fell in love with French back when I was in middle school. My parents weren't sure I'd like it, but boy, were they wrong!
That being said, I like thinking Toulouse's surname is pronounced 'Ar-cam-beau' with a slight roll on the 'r'. Blasphemous, but different strokes for different folks, right?
